In this tutorial...I will show you how to lighten images.
First, open up the picture you want to use
I am using this one:

Now go to Layers >> Duplicate
Go over to the menu on the right side of your PSP9, and go down to Layers.
Double click on where it says "Copy of Background"
A window will pop up, and you set the blend mode to "Screen"
Now you can play around with the Opacity if you like.
I left mine at 100, and here is what I got:
