In this tutorial...I will show you how to make a blend.
First, pick two images.
I have chosen these two:

And

Now, make a New Image
700x500
Copy and Paste both images into it.
And put one over the other atleast an inch.
It should look like this:

So now you go to the Toolbar on the Left side of your PSP9. You will see a Little wand, change it to "Freehand Selection"
There will be a toolbar uptop regarding to your Freehand Selection tool.
Just change the Selection type to "Freehand"
And change the settings like mine:
Feather: 18
Smoothing: 23
You can really change them to whatever you want...but thats what I had mine set to.
Now all you do is circle around the middle of your image, to what you think you want to delete.
And when you are done, right click on your image, and then press DELETE, or DEL on your Number Pad, or whever it may be on your keyboard.
You can press it as many times as you like, untill it has met your likings.
Then you can pull the other image overtop more if you like...or you can just leave it as is.
Now you are done!
If you want to add brushes, text, ect. to it...go ahead!
Heres mine:
I added a box, and changed the Layer Properties, then added some text. I also cropped the yellow and website link out of it.
And again..it's not the greatest blend...but it still explains how you do it. :)
